Click the 'Install' button
Check the path that it is attempting to install to and change it to where Fallout 76 is already installed, if it is pointing elsewhere.
Allow the install (don't worry, the launcher will detect your installed game files and won't redownload them.)
When it completes, the button should now say 'Play' and you can now launch the game.

Follow these steps to get your Bethesda.net Diagnostics Report:
Click the menu botton on the upper left corner of the launcher and select Help
Click Diagnostics on the left side of the window that appears
Click Run next to Diagnostic Report
This may take several minutes
When the report is finished, click OK and the report will be saved to your PC desktop.
You can now add the report to your support ticket as an attachment
